Norway is an excellent country for gay and bisexual men's sexual health — PrEP is free, PEP is free, the key vaccines are free, and Olafiaklinikken in Oslo is one of Europe's better specialist sexual health clinics. The main challenge is that the system depends heavily on knowing how to navigate it: your fastlege is often the gatekeeper, and many are not proactively offering three-site STI testing.
Note: Norway's ambulance number is 113, not 112. Both work, but 113 is direct.
Three Golden Rules for Norway
1. Olafiaklinikken Is the Gold Standard in Oslo
Olafiaklinikken (Trondheimsveien 2, Oslo) is the specialist sexual health clinic for gay and bisexual men in Oslo. Full STI panels, PrEP, Mpox vaccination, experienced staff. Start here if you're in Oslo. Outside Oslo, your fastlege is your primary route — but you'll need to ask explicitly for what you need.
2. PrEP Is Free via Blåresept §4 — Your Fastlege Can Prescribe It
PrEP is covered under the smittevern (infection control) provision of Norway's blåresept regulation. You pay nothing for the medication. The Olafiaklinikken waiting list for new patients can be long — your fastlege can also prescribe it. Ask specifically: "Kan du skrive ut PrEP på blåresept §4?"
3. For PEP: Call 116 117 First, Then Go to Legevakt
PEP is free in Norway. If you've had a potential HIV exposure: call 116 117 (national Legevakt line) immediately to confirm the nearest facility with PEP available, then go to your nearest Legevakt. In Oslo: Storgata 40. Must start within 72 hours.
Getting Tested
Olafiaklinikken (Oslo): full STI panels including three-site swabs, free, experienced staff.
Fastlege (everywhere): ask explicitly for throat and rectal swabs ("penselprøve fra hals og endetarm") alongside blood tests — many GPs won't offer these without prompting.
SjekkDeg.no: home HIV testing, useful for routine monitoring.
Three-site rule: throat + rectal + urethral swabs + blood tests = complete screen.
Testing frequency: every 3 months.
PrEP
Free via blåresept §4. Olafiaklinikken manages the programme in Oslo (waiting lists for new patients). Your fastlege can also prescribe. Monitoring every 3 months.
PEP
Free via Legevakt. Call 116 117 first. Oslo Legevakt: Storgata 40 (24h). Bergen: Solheimsgaten 9. Trondheim: Mauritz Hansens gate 4. Within 72 hours.

Outside Oslo
Bergen (Haukeland UH, Bergen Legevakt), Trondheim (St. Olavs Hospital, Trondheim Legevakt), Stavanger (SUS, Stavanger Legevakt). Fastlege prescribes PrEP everywhere. Call 116 117 for PEP routing.
