Norwegian healthcare staff — particularly at Olafiaklinikken and in major cities — speak excellent English. What matters most is understanding the system terms, and knowing exactly what to ask for when a GP doesn't automatically offer three-site STI testing.
The System: Key Concepts
Fastlege — Your assigned GP (family doctor). Every Norwegian resident is registered with a specific fastlege. The gatekeeper for most healthcare.
Egenandel — Co-payment (per consultation, up to an annual cap). When you've paid the frikort threshold (~3,000 NOK/year, 2024), further consultations are free for the rest of the year.
Frikort — Exemption card. Once your annual egenandel total exceeds the threshold, you get a frikort and pay nothing more for covered services for the rest of that year.
Blåresept — "Blue Prescription" — the state covers most or all of the medication cost. PrEP is dispensed on blåresept §4.
§4 (Smittevern) — Section 4 of the blåresept regulation, covering infection control medications. This is the legal provision that makes PrEP and certain vaccines free.
Helsekortet — Health card / insurance card. Used to identify you in the system.
Legevakt — Emergency/urgent care (out-of-hours GP, walks-in, emergency). The right place for PEP. Call 116 117 to find your nearest.
116 117 — The national Legevakt telephone line. Call this for urgent non-life-threatening issues outside regular hours.
113 — Ambulance / life-threatening emergency. Norway's ambulance number (not 112, though 112 also reaches emergency services).
