Latvia added PrEP to its national drug reimbursement programme in 2022. The medication is now provided at significantly reduced cost for eligible patients. Access goes through an infektologs (infectious disease specialist) at LIC — the national infectious diseases centre in Riga.

The Key Facts

  • PrEP is state-reimbursed since 2022
  • Prescription required from an infektologs at LIC
  • Patient co-pay is minimal
  • Monitoring every 3 months required
  • Latvia has one of the highest HIV rates in the EU — PrEP access is a real public health priority here

Where to Get PrEP

LIC — Latvijas Infektoloģijas centrs Linezera iela 3, Riga Web: lic.gov.lv

The outpatient infectious disease clinic (ambulatorā nodaļa) at LIC is the primary PrEP prescribing centre in Latvia. Book an appointment with the infektologs through LIC directly.

Mozaika navigation: mozaika.lv — Mozaika knows the current fastest route to a PrEP prescription and can advise on booking, waiting times, and what to expect. If you're uncertain how to navigate LIC, contact Mozaika first.

The PrEP Process

Initial appointment: Your infektologs confirms HIV negativity, checks kidney function (kreatinīns), and screens for hepatitis B and STIs. This baseline is required before starting PrEP.

Prescription: Reimbursed generic TDF/FTC (tenofovir/emtricitabine). Collected from a pharmacy (aptieka) with the state reimbursement applied.

Monitoring: Every 3 months: HIV test, STI panel, kidney function. You can combine Testpunkts (HIV/syphilis) with a private Gulbja Laboratorija visit for kidney function, or handle all monitoring at LIC.

On-Demand PrEP

If you're not having sex every week, on-demand PrEP (2 tablets 2–24 hours before sex, then 1 tablet daily for 2 days after) is a clinically valid option that uses significantly fewer tablets. Discuss with your infektologs at LIC.

See PrEP Mechanics for full detail.

For Non-Residents

Without Latvian health insurance (veselības apdrošināšana or NVD coverage), reimbursed PrEP is not available. Private prescription and purchase: approximately €40–70/month for generic PrEP. Ask at a private clinic or LIC about private-rate options.

Latvia's HIV Context

Latvia has consistently high HIV incidence — significantly above the EU average. This makes PrEP access not just a personal health decision but a meaningful contribution to reducing transmission in the community. The public health system has recognised this by funding PrEP.
