Because it is not an officially endorsed preventative strategy by the Ministry of Health, you will not find public health campaigns or state AIDS Centers routinely offering DoxyPEP.
- Prescription Rules: Since August 2022, antibiotics—including doxycycline—are strictly controlled in Ukraine and require an electronic prescription (e-рецепт). You cannot legally buy them over the counter.
- Doctor Attitudes: Most state dermatovenerologists (STI specialists) adhere strictly to state protocols and will refuse to prescribe antibiotics for off-label, preventative use due to strict antibiotic stewardship. The state system treats STIs, it does not prescribe antibiotics to prevent them.

If you choose to use DoxyPEP, you will need to acquire a legal prescription through private means and pay for the medication yourself. Doxycycline itself is very cheap in Ukrainian pharmacies (often under 100 UAH), but the consultation to get the prescription will cost you.
How to access it:
- NGO-Affiliated Doctors: This is the safest route. Contact organizations like Alliance Global. They have networks of LGBT-affirming, progressive private doctors who understand the global clinical data on DoxyPEP and can issue a private e-prescription after a consultation.
- Private Clinics / Telemedicine: You can book an appointment at a private clinic or use private telemedicine apps. You will need to explain your risk profile and request an off-label prescription. Success is mixed and depends entirely on the individual doctor's awareness of global PrEP/PEP protocols.
The Dosage Trap: Do not self-medicate using leftover antibiotics or unregulated supplies. DoxyPEP requires a specific 200mg dose within 72 hours of sex. Guessing dosages with black-market pills is dangerous and contributes directly to antimicrobial resistance (AMR).
