Luxembourg has excellent HIV care, fully covered by the national health system (CNS), and strongly supports the U=U (Undetectable = Untransmittable) consensus.

🏥 The Diagnosis Pathway

Regardless of where you test positive in Luxembourg—whether at a GP, a private lab, or via a rapid test at HIV Berodung—you will be referred to the National Service for Infectious Diseases (Unit 20) at the CHL.

This single centralized unit manages almost all HIV care in the country.

  • Starting ART: Antiretroviral therapy (ART) is usually started rapidly, often within days of the confirmatory blood test.
  • Cost: All HIV medications and associated quarterly monitoring tests are 100% covered by the CNS. You pay nothing out of pocket for your ART.
  • Dispensing: Your ART is typically dispensed by the hospital pharmacy at CHL rather than a street pharmacy.

⚖️ Disclosure, Law & Responsibility

Luxembourg does not have an HIV-specific criminal law. But that does not mean knowingly exposing someone is acceptable. General criminal laws around bodily harm or reckless endangerment can still apply if someone knowingly puts a partner at real risk.

Modern medicine also matters here: U=U (Undetectable = Untransmittable) is fully recognized medically and legally. If you are durably undetectable, you cannot sexually transmit HIV, meaning there is no meaningful transmission risk to another person.

Because of that, Luxembourg does not impose a legal duty to disclose an undetectable HIV status. The legal and ethical concern is not the existence of HIV itself — it is knowingly exposing someone to a real risk without their knowledge or consent.

Getting a diagnosis can be overwhelming. The HIV Berodung service (run by the Luxembourg Red Cross) provides dedicated psycho-social support for people living with HIV.
