The Acute Diagnosis Pathway

If you test reactive at an anonymous testing site, you will be directed to an infectious disease clinic for a confirmatory venous blood test.

Once diagnosed, your care is managed by infectious disease doctors (infektsionistid). In Tallinn, the primary hub is the West Tallinn Central Hospital (Lääne-Tallinna Keskhaigla - LTKH) Infectious Diseases Clinic.

Treatment and Costs

  • Access to ART: Treatment is initiated rapidly following diagnosis.
  • Cost: Antiretroviral Therapy (ART) and HIV-related medical care are 100% free for everyone living in Estonia, regardless of whether you have active Tervisekassa health insurance. The state funds this entirely for public health reasons.
  • U=U (Undetectable = Untransmittable): The medical establishment fully recognizes U=U.

Estonian law generally prohibits knowingly putting another person at risk of an infectious disease. However, the medical consensus on U=U is strong. If you are undetectable, you are not putting anyone at risk. Stigma remains an issue, but criminalization of non-disclosure for undetectable individuals is not the legal reality.

Organizations like the Estonian Network of People Living with HIV (EHPV) offer community support, counseling, and social workers who help newly diagnosed individuals navigate their diagnosis and the healthcare system.
