Who Can Access Care?
Everyone legally resident in Austria is typically covered by a public health insurance fund, the largest being ÖGK (Österreichische Gesundheitskasse), though there are others like SVS or BVAEB. If you are visiting from another EU/EEA country, your EHIC (European Health Insurance Card) covers emergency treatment, including PEP, at public hospitals.
The Key Navigation Principle: Kassenarzt vs Wahlarzt
The most distinctive feature of outpatient care in Austria is the split between doctors who have a direct contract with the public health insurance (Kassenarzt) and private doctors who do not (Wahlarzt).
The Public System (Kassenarzt & Hospitals)
A Kassenarzt bills the insurance directly. You swipe your e-card, and you pay nothing at the point of care (except maybe a small prescription fee, or Rezeptgebühr, at the pharmacy). Public hospitals (like the AKH in Vienna or regional Landeskrankenhaus) are also fully covered. This system is excellent for emergencies, but waiting times for a Kassenarzt appointment can be long, and finding one who is highly experienced in LGBTQ+ sexual health or PrEP can be a challenge outside of major hubs.
The Private System (Wahlarzt)
Many of the most LGBTQ+-affirming and PrEP-experienced doctors practice as Wahlarzt (literally "doctor of choice" or private doctor).
- How it works: You pay the doctor upfront for the consultation. You then submit the invoice to ÖGK (or your relevant fund), and they reimburse you a percentage of what a Kassenarzt would have charged for the same service (typically around 80% of the public tariff, not 80% of your total bill).
- Why it matters: While it requires upfront cash, the Wahlarzt route is often faster, offers longer consultation times, and gives you access to the most knowledgeable sexual health specialists in the country.
