Finland's public healthcare system is excellent, but it is heavily gated by digital identity and residency status. If you are an immigrant, expat, or tourist, your access to free sexual health services depends entirely on your relationship with Kela (The Social Insurance Institution of Finland).
🆔 The Henkilötunnus (Finnish ID)
To interact with the Finnish public health system (terveysasema or hospital clinics) effectively, you need a Finnish personal identity code (henkilötunnus).
Without this code, you cannot log into OmaKanta (the national digital health record) or Maisa (the booking portal), making it incredibly difficult to book appointments or see your test results online. You get this code when you register your residence with the DVV (Digital and Population Data Services Agency).
🛡️ Kela Coverage and Free PrEP
Just having a Finnish ID does not mean everything is free. You must also be covered by Kela.
PrEP requires Kela. The medication for PrEP is only free if you are enrolled in the Finnish national health insurance scheme (Kela). If you are a student or worker with Kela coverage, the pharmacy bills the state directly. If you do not have Kela coverage, you will pay full price for PrEP at the pharmacy out of your own pocket.
🇪🇺 The EHIC Bridge (For Tourists)
If you are an EU citizen visiting Finland, your European Health Insurance Card (EHIC) provides a safety net.
- For PEP (Emergency): If a condom breaks, call 116 117 and go to the hospital emergency department. Show your EHIC. You will receive emergency PEP for the standard public co-pay fee, rather than the full uninsured private cost.
- For PrEP & Routine Testing: You generally cannot use an EHIC to initiate a long-term free PrEP prescription in Finland, as this is considered preventative, non-urgent care.
🤝 The Safety Net: Hivpoint
If you are undocumented, a non-EU tourist, or an expat who has not yet received their henkilötunnus and Kela decision, you are effectively locked out of the digital public system.
