The General Healthcare System (GeSY) is the national public health insurance system in Cyprus. Subsidised healthcare relies heavily on referrals from a Personal Doctor (GP). However, HIV/PrEP care operates outside this system, meaning you don't need GeSY registration to access them. The key navigation insight for Cyprus is understanding what is inside the national health system (GeSY) and what operates completely outside it. Crucially, PrEP and HIV care are provided entirely outside GeSY, meaning they are completely free for everyone, regardless of citizenship, residency, or insurance status. However, standard STI testing relies either on heavily subsidized GeSY access (which requires registration) or out-of-pocket payments at private labs.

⚖️ The Golden Rules

  • PrEP & HIV treatment are free: You can access them through specialised clinics without GeSY registration.
  • GeSY is needed for cheap STI panels: Getting comprehensive swabs (chlamydia/gonorrhea) at low cost requires a GeSY doctor's referral.
  • Out-of-pocket options exist: Without GeSY, you can pay directly at private labs for testing.
  • Rapid tests are free: Community organisations like Cy Checkpoint provide free rapid testing for HIV, Syphilis, and Hepatitis.

⚖️ The Reality of the System

  • Universal Prevention: PrEP and HIV treatment are free and accessible to anyone physically in the country, bypassing complex insurance bureaucracy.
  • Affordable Routine Care: For GeSY residents, comprehensive STI testing is extremely cheap (€1 co-payments) through private labs.
  • Fragmented Testing: You cannot typically get a full anonymous 3-site swab and blood test in one free session. Community orgs do rapid bloods, but swabs require navigating doctors and labs.
  • GeSY Exclusivity: Non-residents (tourists, undocumented individuals, or newly arrived expats) face steep out-of-pocket costs for anything other than HIV/PrEP/rapid tests.

💬 Anonymous Partner Notification

Cyprus does not currently have a centralized, public anonymous notification portal. If you test positive, speak to the staff at the clinic where you were tested (e.g. Cy Checkpoint). They can often assist with the partner notification process anonymously on your behalf.
